Fermi Stock Soars 23% After Insider CEO Shakeup

Fermi, the AI and nuclear power infrastructure company, finally has a new chief executive. But instead of recruiting a star outsider, the board has promoted from within, naming independent director Lee McIntire to the role more than three months after firing co-founder Toby Neugebauer according to TechCrunch.

The stock market approved. Fermi's stock is up nearly 23% since Monday, when the company also announced it had signed TensorWave as its first binding customer lease for its Project Matador AI campus in Amarillo, Texas.

The Founder's Exit Clears a Path for an Operator

The leadership saga began in April when Fermi pushed out Toby Neugebauer alongside CFO Miles Everson. The company branded the shakeup "Fermi 2.0," suggesting a clean break from its founding phase. As Fermi's largest shareholder, Neugebauer remained a presence, launching a proxy campaign and engaging in legal disputes with the board that lingered into the summer.

For over three months, the company operated under a temporary co-presidency structure. The expectation was for a lengthy, high-profile search to find a successor who could match the visionary pitch of an AI-powered nuclear data center company.

The reality, revealed Wednesday, was more pragmatic. The board skipped the external talent circus and handed the reins to McIntire, a member who already knew the company's books, challenges, and players.

"Fermi’s next chapter is a construction and power delivery story, and we believe Lee is the ideal executive to lead Fermi through that process," said Marius Haas, Fermi’s chairman of the board.

The statement is a direct signal. The "vision" phase, led by Neugebauer, is over. Fermi is now in its "build" phase, and the board chose a builder.

Why a Board Insider Won the Top Job

McIntire's resume reads like a template for this specific moment at Fermi. He spent 40 years in engineering and infrastructure, including CEO roles at major engineering firm CH2M Hill and, crucially, at TerraPower, the advanced nuclear reactor company founded by Bill Gates.

His appointment reveals the board's immediate priorities:

Operational Credibility Over Founder Charisma. After a messy governance saga, the board needed a leader whose first task was assuring customers, regulators, partners, and employees that the company was stable and executable. An outside hire would need months to get up to speed, McIntire already has the context.

Nuclear Regulatory Experience is Non-Negotiable. Fermi's Project Matador campus plans to use nuclear reactors to power AI data centers. That path is littered with regulatory hurdles and engineering complexity. McIntire's tenure at TerraPower means he's already navigated those waters; he doesn't need a tutorial.

Continuity in a Storm. With Neugebauer's proxy campaign only suspended, not abandoned, the board installed a CEO who understands the ongoing shareholder dynamics from the inside. This isn't a reset, it's a baton pass designed for minimum friction.

McIntire's Inbox: From PowerPoints to Power Plants

The new CEO's mandate is starkly different from his predecessor's. The core challenge shifts from selling a futuristic idea to executing a concrete, capital-intensive, and safety-critical project on time and on budget.

His first major test is funding. Fermi's ambitious plans for 11 to 17 gigawatts of combined data center and power generation capacity will require massive capital. McIntire's perceived stability and project delivery track record will be central to securing the next major funding round. Investors reacted well to his appointment and the TensorWave deal, but that's a vote of confidence. The next step is writing a check.

Regulatory pace is everything. Competitors in the advanced nuclear and AI data center space aren't standing still. As we've seen with major infrastructure projects, any significant delay in permitting or licensing can erase a first-mover advantage. McIntire must leverage his nuclear industry relationships to accelerate Fermi's regulatory engagement.

Managing the Founder-Shadow. Neugebauer remains Fermi's largest shareholder. A suspended proxy fight can be resumed. McIntire must execute the board's "Fermi 2.0" construction plan while managing a potentially adversarial major shareholder who has a deep, personal stake in the company's direction and may have a different vision for its future, similar to the internal tensions that can arise during pivotal transitions in any high-stakes industry.

The CEO search is over. The harder work begins now.

The Bottom Line

  • The CEO appointment signals a critical shift from a 'vision' to a 'build' phase for the AI nuclear infrastructure company.
  • A 23% stock surge reflects strong market approval of the leadership choice and the company's first binding customer lease.
  • The move resolves a prolonged period of internal uncertainty and legal disputes, allowing Fermi to focus on executing its Project Matador construction.
